Change ownership of file with C#

How can I change the ownership of file in code even if the user does not have access rights to the file or folder? I am using Visual Studio 2017 and C#. I searching I am seeing thing about explicitly enable SetTakeOnwershipPrivilege, but I do not know how to do that. Any help is appreciated.

This is not possible other wise it will lead your system open to remote attacks.
The only way to do it is run this code using an admin user.
