cannot get rid of duplicate IP address warnings on network

Macs keep popping up a duplicate IP address warning.
all units on DHCP
changed IP DHCP range from 192.168.1.1-99 to 192.168.1.100-199 with no effect.
client is convinced that problem started when new macbook brought into network.

Are the MacBook's or other devices using Static IP addressing inside the DHCP Scope?

no. that's why i changed the DHCP range, to eliminate that possibilty......
everything on DHCP. nothing set static.

Then for each device, reset the TPC/IP Stack to reset addressing.
For an iPhone, you can put the machine in Airplane mode, wait a minute, shut the iPhone off (power off), wait a minute, start up and take out of Airplane mode.
Try the same thing for the MacBooks.
Do a hardware reset on the router, set it up again.
Now test for conflicts.

I would start by noting down IPs and mac addresses of each device. Use http://angryip.org/ fo instance, or nmap in case you are comfortable with it, snd try to pinpoint the device which is causing issues. This would help in making sure the correct IP range is in use. You may discover a second dhcp is giving out addresses somewhere. It can be usuful switching to another private IP range, too.
Is there a rouge DHCP server? You also might want to consider connecting the Macs one at a time, and seeing what IP address each one obtains. You can also check your DHCP server for any strange reservations.
