Microsoft is moving to monthly rollups, instead of small patches. check here https://www.onmsft.com/news/microsoft-offers-more-details-on-new-patch-rollup-scheme-for-windows-7-8-x-server

rollups have all the prior patches installed so lets say they've patched ntfs.dll many times so if you followed the install patch a, b,c,d you no longer need a,b,c,d just the rollup patch.

Question #1: Yes, it looks like you do, depending on when you looked at the catalog (the link you posted above). Go back to the catalog and search for that KB. Then click on the first column (the name of the KB) for your OS. You'll get a dialog box with 4 tabs.  Click on the Product Details tab and it tells you right there if the KB is superseded.

Question #2: KB4099633 is a .NET update; KB4103712 is a Windows operating system update.  They update different things, so yes you need to install them both.

The basic rule says: The patch itself must check whether it is suitable for the current configuration or not.

And everything named "Cumulative" contains the previous hotfixes.

The question whether you need to or must install something also depends on your needs and requirements. Do you have problems in the current configuration? Does the patch fix your problems? Do you tend to have everything up to date even when it works well? etc. etc.
