I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Well, the first question is, is it in the Deleted Items folder?  If so then just grab it out of there.

If not, then you probably can't get it from Outlook or the PST.

You might be able to get it from the mail server, what type of mailbox is this connected to (POP, IMAP, Exchange)?

It is not there in the Deleted Items Folder. My own feeling is that it could not be recovered given the restrictions of no third party software, and no serve backup.
I'm with Bill Prew; the answer is no unless you can access the mail server itself and see what options exist with it.
