You need to have Skype running (close it but do not exit and that leaves it in the system tray). Then it will notify you of new messages.

If you quit Skype (exit) it will tell you that you cannot be notified of new messages.

It is very silent and low resource to sit idle in the system tray.

I pinned Sype to the task bar.  Is this the same thing as the system tray?

If it is just pinned and not started, then no. You must start Skype and then it will go with the other icons on the right side of running programs. Then it will notify you.

In Windows 10, if a program pinned to the Taskbar is running, it becomes underlined in the Task Bar.

Got it!  I think i've had some other programs give me notices when they are not running (the calendar comes to mind).

You are very welcome and I was happy to help. I use Outlook and if it is running, the Outlook notifications have to be turned on.

Have you heard of any other programs that can be closed and still give you notifications?

JohnBusiness Consultant (Owner)Commented:
No. I use Outlook (must be started), Skype (must be started), QuickBooks (must be started), and a few small ones.

VMware has a tray icon the shows if a Machine is running (suspended) even it VMware Workstation is not running. But even there, a machine is running.

So I do not know of any.
