I am not a zOS guy, but on IBM i, Rational Developer pulls down COBOL source when you open it for browsing or editing and converts from EBCDIC to Windows ASCII.  And stores it under the Workspace folder. Likely it does the same on zOS.  Free trial, just search for rdz trial.

You should be able to just download the files using FTP/FTP-SSL as text files.  


If you have ssh installed on your z/OS system you can also use sftp to download them, but it will take a little more work.  You would need to copy the files from an "MVS" file to a zFS system and convert from EBCDIC to ASCII then download.  If you do have ssh installed on z/OS you may want to look at https://dovetail.com/products/sftp.html which allows you to download directly from a "MVS" file and to EBCDIC-ASCII conversion automatically.
