Can you be more specific about what you mean by "offline web-based dictionary"?  Does this mean you want a solution that installs on a local webserver in your organization and presents the internal users with a web base user interface?  But does not require an active internet connection, only access to your internal webserver where you would install it?

Similar as to your statement, I want to provide an url on portal which can link to offline web-based dictionary that does not require an internet connection. From here, employees whom do not have the internet access can use the dictionary as web base user interface as well.

Offline web-based Dictionary
