We have a SQL and Windows Server 2008 R2, 16GB RAM and 16383 MB for total paging file size in total drives.
C drive is 100 GB
D Drive is 200 GB

Takes forever to login in. It is a virtual vm.

Paging file for 16 GB RAM can be from 16GB to 24 GB.
What really matters is the type of drive your Paging file sits and the speed of your drives.
Try placing paging file, OS and tempdb on faster and individual drives for better performance.

Paging files is for the OS. SQL Server use other ways for paging.
