Basically this means that you are trying to load an old extension DLL file with a newer version of PHP. In this case, 20060613 should correspond with PHP 5.2, and 20131226 should correspond with PHP 5.6. So basically you have a PHP 5.6 installation that is referencing DLLs from PHP 5.2.

Usually happens when you upgrade your version of PHP and you copy over your php.ini file and your extension_dir config value is still pointed at the old PHP version directory.
