jqGrid is not free?

I'm new at my job and looking at the project, the previous developer who's not with the company anymore has used jqGrid. When I open the js file, I see this so we have version 5.2.0

I went to this site and the latest version is 5.3 http://www.trirand.com/blog/?page_id=6

But, looks like jqGrid is not free for commercial. Maybe ex-developer paid for it, not sure...but is jqGrid's 5.3 free?

As mentioned in the links below, it's only free in certain "non-commercial" settings.

You can use our software for free under the non-commercial license when you are:
>>> A student, university or a public school
>>> A non-profit organisation
>>> Developing and testing applications using Guriddo jqGrid/Suito

Source editing is allowed.

Governmental entities are not covered by the non-commercial license.

Does appear to be, although they do offer some paid support options.
