RDS not saving user customizations at log off
On a new 2016 RDS deployment, I have an issue where any customization made by a user is lost when they sign off.
Examples:
user pins outlook to taskbar, it's gone the next time they log in
all plugins to google are gone
desktop icons 'referesh' as if windows is just seeing everything for the first time
We are using User Profile Disks.
I originally had selected 'store all user settings and data on the user profile disk'
I've since tried moving to 'store only the following folders' and un-checking 'roaming user profile data' and 'user registry data'
Nothing seems to work and I can't figure out why this data is not being saved.

I've confirmed that none of the users are members of domain guests or guests.
Additionally, none of the security groups that members are part of are listed in domain guests or guests.

Check in regedit the following DWORD "NoSaveSettings" in right-side pane under following keys:
HKEY_CURRENT_USER\Software \Microsoft \Windows\C urrentVers ion\Polici es\Explore r
HKEY_USERS\.Default\Softwa re\Microso ft\Windows \CurrentVe rsion\Poli cies\Explo rer
HKEY_LOCAL_MACHINE\Softwar e\Microsof t\Windows\ CurrentVer sion\Polic ies\Explor er
HKEY_USERS\.Default\Softwa re\Microso ft\Windows NT\CurrentVersion\Program Manager\Restrictions
Do they have value 1?

The dword of "NoSaveSettings" does not exist anywhere in the registry.
Additionally, these keys did not exist

Found that un-checking 'roaming user profile data' and 'user registry data' from the profile disk was causing the issue. once this was put back in place, the issue was resolved for everything but Chrome extensions.
Corrected the ability for chrome extension install but adding the following batch file to GPO
md C:\Temp\%USERNAME%
setx TEMP C:\Temp\%USERNAME%
setx TMP C:\Temp\%USERNAME%

Check that you are not using domain guest? This behavior is typical of this account.
