SQL Server 2017 VM latency in Azure

Has anyone got experience with running a SQL Server 2017 VM in Microsoft Azure and having an application on-premise that utilizes the data stored in the SQL Server.

I am being told by a software vendor that the problem with their application on the on-premise workstations is due to latency on the connection to the SQL Server. Naturally there is going to be latency (36ms or greater) and they are not going to see ping times of 1ms (which is what they say they need).

Surely there must be plenty of applications that run a SQL Server back-end (Azure) with application on the front-end (on-premise).

Does anyone have any advice on this? How does SQL deal with latency issues caused by applications running remotely?
