Powerbuilder - Modify paper size not honored.

I had this question after viewing Printer  paper size in Powerbuilder.

PB 12.5, build 4015, Win 7 professional.  Similar problem.  in the datawindow painter, the Orientation is Portrait (2), Size is Default(0).  
I need a custom paper size of 4.5 by 11".  
In my PB code code I execute the following:  
dw.Modify( "dataWindow.Print.Paper.Size = 255" )
dw.Modify( "dataWindow.Print.CustomPage.Length = 11000" )
dw.Modify ( "dataWindow.Print.CustomPage.Length = 4500"
the modify statements do not return errors.
when the datawindow prints, it's 3 pages long.
