I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Nope, without any profiler traces or extended events enabled to capture the file growth or file size modification, you can't identify who changed it in SQL Server without any third party tools in place.
FYI, please check whether your SQL Server services got restarted or not as it will make your tempdb size to its initial size configured.

Why do you think it was a person that made the change and not the SQL Server engine itself?
tempdb is allowed to autogrow by default so it's mostly sure that was the engine that performed a change in the file size to be able to perform an operation.
