Slow OVF export using vcenter to ESXi 6.5

Exporting VMs from an ESXi 6.5 host is unreasonably slow.

ESXI Host runs a RAID 10 of 8 15K SAS disks.
Network connection is 10Gb to core switch
VM is roughly 350GB with no snapshots and have done disk consolidation.

Export target is my workstation. System is running an M2 SSD.
Network connection to core switch is 1Gb.

I routinely saturate that gigabit link to other VMs on that host. The host is not experiencing unusually high IO load, though I'm getting 65-80Mb/s. Using the Web client through vcenter. Checking vcenter (physical vcenter server on the same VLAN as the hosts) server and it is not experiencing any noticeable load (cpu, memory, disk, network IO).

I have done the same export using the VMWare converter on a laptop between vcenter and an external USB disk and was able to saturate the laptop's gigabit link.

Looking for thoughts on what may be causing this.
