I am unclear exactly what you mean.<br />

Are you saying that you moved your email (domain?) from Exchange 2013 to Microsoft (Hotmail??) and that when you try to send emails out (from Hotmail) that the recipient's mail server is rejecting them due to your sending IP being on a blacklist?<br />

You seem to be implying that you own the entire 104.47.x.x range of IPs, but that range appears to be part of a broader block of IPs (104.40.0.0/13) owned by Microsoft:<br />

If that is all correct, then you cannot fix it, only Microsoft can do that, but I would be surprised to find that a block of IPs owned by Microsoft had been legitimately blacklisted.<br />

Actually, my email is on Exchange Server, and all mailflow is good but only when i sent to hotmail it will not be sent neither there is any error.<br />
it shown Mail is Delivered. But Hotmail Clients is not getting the mail. And public ip is also not blacklisted. Why only hotmail, outlook my mail is not sending??

So, Mail is showing Delivered to Hotmail successfully. But in Hotmail Clients side mail is not received yet..<br />
Just now i try one thing..<br />
If i sent single thread mail from my domain to Hotmail then it will not be received to clients but ..<br />
If i sent from Hotmail to my domain it will receive and in same mail i replied to hotmail then it is okay..<br />

What kind of amazing issue is it??

It sounds like Hotmail is treating your emails as spam.<br />
<br />
Do you have SPF, DKIM, and DMarc records setup for your domain?<br />
<br />
If not, then I suggest you set them up in that order, and see if it works after doing each one.<br />
<br />
Remember to allow sufficient time for DNS records to update.<br />

Yes i have configure SPF record but not DMARC and DKIM..<br />
Only Hotmail email is .. i don't think due to SPF or else.. If it is So then other Domain also may be Reject or Block..<br />

If it is Hotmail blocking your emails as spam, then I can't think of anything you could do to troubleshoot it yourself.<br />
