I am trying to access url

by itself

what could be the issue

Make sure that telnet is enabled and there is no firewall or anything blocking the port, also be sure whatever you are trying to telnet to is listening on the port also.

You may need to have authenticated access, rather than anonymous access to connect to ldap on AD.
Try using ldp.exe rather than telnet.

ldap port is 389 and 636 (ssl)
you are specifying port 3268 which is for global catalog searches
if you have some application using a URL for an LDAP search, it won't be using 3268
LDAP is cross-platform that can run on multiple operating systems including linux; global catalog is specific to a windows domain controller

the way ldap communicates is different from how telnet sends data so trying to telnet for an ldap query won't get you very far
