Did you try clearing the warning from iDrac or OpenManage?

If you bought the battery from 3rd party chances are the battery is a dud.  I have a few of DELL original batteries from a reseller and 2/3 were no good (or maybe incompatible even tho the part number checked out).  I learnt to pay the premium and buy RAID batteries directly from DELL.

You can also use a voltmeter to check if the a battery has charge and holding the voltage.
A new battery may require 24 hours. Every 90 days the controller will actually run a Learning Cycle, where it completely drains the battery then recharges - entire process can be up to 24 hours.

Aside from wait times, you can try clearing the logs in case OMSA is out of date and "stuck".

Thank you so much for your answers, I already replaced the battery and clear out the logs. And the problem persist.
I am out of ideas.
Make sure your system is up to date, specifically the RAID controller firmware, which manages the battery state. Update the RAID driver before the firmware, and your BIOS and ESM/BMC should be up to date first. OMSA should also be up to date. Your controller may also be bad or the battery DOA.
You are right, I bough the battery from new egg which it said it was the original one but well.
