Users are unable to open the "Advanced System Settings"

Hello,

For some reason Domain Users are unable to open the "Advanced System Settings". If they go through Control Panel > Setting, right click My Computer > Properties, or try to run C:\Windows\System32\SystemPropertiesAdvanced.exe they are prompted by UAC. Only accounts in the Administrators Group can open the dialogue box but not the users.

We have checked group policy and do not see anything and are at a loss as to what to do.

Active directory level 2012 R2
System Windows 10 Enterprise
Microsoft updates as current as April 2018

As funny as it sounds, but this problem is as old as Windows vista (2006). Microsoft is simply never using its own products as non-admin.
