When is the last time you updated video drivers? The program crashing is RadeonSettings which is related to AMD (ATI) graphics cards. Not necessarily a windows bug at all.

You should update BIOS, Chipset AND Video all at the same time. Windows Updates deal with the Meltdown and Specter threats and firmware updates are needed. Video goes with Chipset and in your case, needed for the bugcheck issue.
