neither one of those options work.
i just tried it, and it works
this means something is wrong with your OS - which version are you running?
you can run sfc, or Dism :

what error are you getting?
i tried it now on my win10 and it worked

Windows Resource Protection did not find any integrity violations.
Older Win10 versions behaved differently. Make sure to run the latest version and it will work.

I updated Windows 10 and it's still not working.
So what version are you on now? What is the output of the command
winver
?
winver

Ok, probably, your user profile is defective. Logon as another (test-) user and retry to confirm.
Which kind of shortcut is it? What is the target stored in the shortcut? Some shortcuts cannot be pinned.
Good point. Ryan, please retry with a self-created shortcut that has simply "notepad" as its location/target.

I tried a different account and I see "pin to quick access", but not pin to taskbar. Also the computer is still saying "update and shut down" and "update and restart". I have selected "update and restart" twice and it's still saying the same thing. I guess I don't understand when you say "Ryan, please retry with a self-created shortcut that has simply "notepad" as its location/target."
I already have notepad pinned to the taskbar.

"I guess I don't understand when you say "Ryan, please retry with a self-created shortcut that has simply "notepad" as its location/target." - right click the desktop, select "new" - "new shortcut". As location, enter simply "notepad". This creates a standard shortcut to notepad. See if you can pin that one (after unpinning your current notepad taskbar shortcut).

It will let me pin the new notepad shortcut to the task bar, but for some reason I cannot do so with another shortcut to Google Drive. Can you explain to me how to create a new shortcut to the Google Drive folder and then pin it to the task bar?

I would run an antimalware such as Malwarebytes (checkmark search for rootkits in settings) on that system as well as an antivirus to remove the possibility of something else interfering with the 'normal' creation of a taskbar shortcut.
I have no shortcut to a google drive here to test with and don't have any google software installed to create it. I would simply use it online and create a shortcut to the website.

will do.

Look, it was Qlemo's idea, that the type of shortcut was the reason for the behavior, so he would deserve most of the credit.

I tried making a new shortcut from the original file, but I can't pin that one either.
You cannot pin files or folders to the taskbar, only applications.
Create a shortcut with explorer /e,"C:\users\rbweb\Google Drive", and pin that.
