"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Go to Start, Settings, Notifications and Actions, scroll down and turn off the notifications if you can match the above with one of the notifications. It will be one - you need to look at the entire screen shot and see what it might be.

Also look in Programs and Features to see if you have a voice app installed.

In the screen shot above, where it says "Choose your Settings", go there and turn it off.

I have V1803 running and do not see this.
You can click anywhere on this screen and accept button become visible
Other suggestion: scroll down through all the white text, then click outside of the text box and then click back inside the text box it becomes possible to click accept
