Active Directory Password Policy question

For an Active Directory domain that does not have any age parameters defined, would putting in a maximum age of 90 days (to force resets quarterly) automatically flag passwords that are greater than 90 days old to be reset or does it start a new counter from the point at which the age is set?

It will start a new counter from the point at which the age is set.

On the contrary, it would force older passwords to expire immediately.
