Time estimate to write Amazon AWS RDS Shutdown Script

I am getting ready to hire a contractor to write and Amazon AWS script to check our RDS instances daily and shutdown two of the three RDS instances if they are online. I was told it would take 80 hours to write such a script. I feel like this is a huge amount of time, and I want to confirm with someone here who is more knowledgeable in AWS script writing. Does that sound right?

I'd agree with David. I guess if you're accounting for unknowns / risk, maybe 8 hours tops.
