Why outlook is relevant with local profile?
Profiles get damaged and Office has trouble dealing with such profiles. I have seen this a number of times

Make a new, test Windows User Profile. Log into the new Windows Profile and test Outlook. If that works, you need to replace the user's Windows Profile.
