Gmail setup in Outlook keeps prompting for password.

I have experienced a problem trying to get Gmail working with Outlook 2016, on 3 different email accounts which are on different computers. This was in the last 2 weeks. All of the computers are Windows 10. None of the Gmail accounts had 2 Step Verification enabled. So normally I started by verifying IMAP is enabled on the account then enable "Less Secure Apps".  For years this was all I needed to do. For these recent setups, during the initial Outlook auto-setup I was continually given the password prompt.  I enabled the 2 Step Verification and generated an Outlook App password, but it wasn't accepted either.  There is a setting to disable Captcha, which I also disabled after everything else failed.  No help there either.  Has anyone else run into this and found a solution?
