AD FS Farm without domain admin privileges

Starting with AD FS in Windows Server 2016, you can now create an AD FS Farm without domain admin privileges. Following the steps outlined in the following blog, https://docs.microsoft.com/en-us/windows-server/identity/ad-fs/deployment/install-ad-fs-delegated-admin, is there a way to enable AD FS Device Registration? It seems that this step would still require domain admin rights. With services such as AWS Microsoft AD directory, AWS exclusively retains the enterprise administrator account of the forest and domain administrator account for the root domain to deliver the directory as a managed service. As such, we need another way to get the Device Registration service enabled. AWS allows you to extend/modify your AD schema by adding new object classes and attributes via an LDIF import. Could this be a possible workaround?
