Epson WorkForce Pro WF-R5690 - Can't connect to web management interface

I have a location with an Epson WorkForce Pro WF-R5690 printer on their network and I can't connect to the web management interface to adjust some settings.

I can ping the printer easily and I can install the printer with no issues on all the PC's on the network.  When I try to access the web management interface by typing the IP into a browser (IE11, Mozilla Firefox, Chrome) it just times out and won't connect.  This happens with all computers on the network.

I disabled the ESET antivirus and still have the same issue.  I brought a small Netgear hub in and connected the printer to it along with my laptop (so they were all off the main network and on their own "network") just to see if there was something else on their network preventing it from working, but I had the same result when trying to connect.

I am not sure what is happening, I never had an issue like this before and other printers in this location were always accessible via web browser.

Any ideas what may be causing this to occur?  I couldn't find any local settings on the printer that look like it would prevent connecting.

I just turned it off, unplugged it for a bit, started it back up and I was able to get in, thank you!
