I have a user who is trying to send to a group and received the following error. I am using exchange 2010 and have decommissioned exchange 2003. This is an internal email
Please note i have already checked below and authentication box is unchecked
go into emc - go to the mailbox - right click - go to properties - go to mail flow settings - message delivery restrictions and see if the authenticate box is checked
Error Message is below
Delivery has failed to these recipients or groups:
Staff (Staff@abc.com.fj)
Your message can't be delivered because delivery to this address is restricted.

are all senders able to send to that distro, or is it only allowed for select senders, and if only select senders are allowed is the use with issues added to the allow list.
Did you tried to send email via OWA? if not then please check and share the results

All other senders are able to send to this group.
I have not tried sending by OWA as it was done by outlook 2010.

Accept messages from has all senders
Reject messages from has some groups that are defined. I can assure that the user does not belong to the reject group
