There are no correct answer to your question without details. If you have "closed" system, without access to internet, the only choice will be GPS. In this case you should have own ntp server and maintain it. Usually we are using internet NTP servers, because it is easy.

I don't know free software for windows, you should buy some device with software, like this:

But you can use old computer with ubuntu and cheap GPS receiver and set it as a ntp server for your windows machines
