Free splitter & merger of mp4 & pst by size (& each split file can still be played / accessed)

I need free tools to split files without zipping them & the tools can later merge them back.

I know 7zip could zip into smaller chunks but I'm not looking for this: I need to be able to
specify (like Unix split) to split into chunks  that I could specify.

I heard 7zip has a feature to split without zipping but I can't seem to find this  & can it
allow me to specify the size?

Ideally, the splitting tool could split mp4 such that each split mp4 files could be played
(ie each split mp4 file is playable)

For MP4, I've over-recorded the videos (say 20 hrs) but what's needed is only about 5 hrs,
so would like to discard what's beyond 5 hrs.

For PST, I have hundreds of them of 7GB or above : noticed PST can be zipped to get
very good compression ration (the 7zip ultra zipped file) can often zipped to only 10%
of its size.  However, these unzipped PST are taking 80GB of my HDD space & zipping
a 7GB PST takes a long time & in times we need to unzip, it will take just as long so by
zipping smaller PST (which takes as long), but in times I need to unzip only selected
ones, it will be much faster as these are smaller zip files,

For was hoping the tools could split along a certain point/marker such that
the split MP4 & PST files could still be used without re-merging them back
for audio files you could use inaudible to split
