Extremely hot graphics card - 6GB out of 8GB RAM used when Win10 in idle state

ATI Radeon 4500 PCIe grahics card on Asus desktop PC getting extremely hot.

You can place your finger on the metal heatsink but have to remove after 1 second...its that hot. (Appears to be seated correctly)

Now this  Win 10 PC is acting extremely strangely -  6GB of 8GB is being used by RAM even when system is in idle state.

Any ideas?

First off how old is the video card?
I assume no fan on the video card.

Using windows Task manager as admin, what is using the RAM, better break down on the usage select Performance monitor and then click Memory.
Fist guess would be your computer is doing something you don't know about. One of the processes eating ram and running your GPU could be malware. Try this

thanks guys for the advice so far.

The video card is about 2 years old.

Totally random applications are using the RAM. It could be Chrome one minute and then Excel followed by Skype.

Bitdefender Quickscan would not run.

Downloaded Kaspersky Rescue Disk Bootable cd - this successfully loaded but cannot run so this kinda tells me the problem is hardware
Bad ram? Try memtest
if you have an other pc to test the card on - that should show if the pc (soft) is the cause, or the card
also - what is the model number? google returns cards with and without fan

A replacement video card seems have resolved this problem.
