i have a packard Bell laptop Easynote LS11-HR-026BE model
it has as latest drivers  on the PB site  the windows 8 -64 bit drivers.
it was upgraded to windows 10 about a year ago, but now update 1803 refuss to install; saying simply :
the system reserved partition cannot been updated

what is the best method to resolve this?

i found the MS translated page full of errors - and don't trust it
the easus page gives a method for enlarging the partition with unallocated space, but my actual partitons (2 : system reserved and OS) are adjacent, so i probably need to free up space at the end of disk, and move that between the 2 existing ones - how much MB should i take?
here my disk management  :

check what MS is mentioning here as a solution
https://support.microsoft.com/en-us/help/3086249/we-couldn-t-update-system-reserved-partition-error-installing-windows

or you can download minitools partition wizard (http://www.minitool.com/partition-manager/partition-wizard-home.html) and extend the system reserved to 300-500MB), that should fix it

Your 100MB partition is completely full. And VSS cannot take snapshot from it before installing new version of Windows (yes, in Win10 you get almost a full Windows installation as update). If you give more 30-50MB to MSR partition then it should work.

Noxcho - no need for adding more than 50 MB?  i mean for future updates?  i have plenty of room

Actually not. I cannot foresee what MS is planning to put there in the future but right now this partition is used for boot files and language files only.
One should know how the critical update works. Folks in MS do not want to take care of failed updates or system changes. Thus they leave you always a way to roll back the changes. And this happens exactly by taking snapshot of the system before making changes to the system. Now the VSS service comes to play. VSS takes snapshot of a running system without rebooting the system. A big advantage. But VSS requires at least 15% of free space from a volume which is under snapshot operation. If the room is not enough - the whole update process will be stopped.
Thus is you have let's say 200MB partition then you need 30MB of free space.

BTW, one of the reasons why this MSR partition gets filled up are volume shadow copies which are saved in System Information folder.

At which step does it fail? Yet in Windows or by restart?

A PC going to hibernation during restart is not good at all because download and install process would stop as well. Can you prevent it from going to hibernation?

well - i'm even not sure it goes in to hibernation, all i can tell is it has a bleck screen when i return, and it does not start with mouse or key, only with power switch
but i'll test it again

Try to change the Power Settings for Active Usage so that it does not go into sleep or hibernation mode.

Good news then. I think the machines was using power save mode and disconnected from internet before the update got downloaded.
