I've had a few Dells do the same thing when set to DHCP. I set them to static IP and gave them a static internal DNS and problem was solved. This was only a work around to a larger problem though. I replaced the WiFi card and the machines were able to grab the IP settings from DHCP once again.

local service (network restricted) and local service (no network) are my top cpu usages. I can connect to the internet, wifi ethernet etc but will not pull and ip and get the yellow !. I have ran virus and malware scans and have removed adware etc but nothing seems to fix this. So any ideas?
