I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

change your default browser from IE to chrome or something and see if it makes a difference.
Lucky ThamFreelancerAuthor Commented:
outlook 2013 issue not IE problem. see attachment

you mentioned a web link, so I mentioned change default browser and test. outlook may be attempting to contact the URL and IE or whatever your browser is may be causing the issue.

What is the build of Outlook client? I would suggest updating it to the latest build as in past there were fixes that corrected issues with image access/download in emails.
Here are the fixes: https://docs.microsoft.com/en-us/officeupdates/outlook-updates-msi
I would also suggest running the Microsoft SARA tool to diagnose perf issues in the client.
The tool can be run from here: https://diagnostics.outlook.com/

You can also run a fiddler trace during such a hang and review what URLs are being downloaded and the responses.

If you save that email file and then open it in MS Word does the issue occur?
