How to give a user folder permission from another computer?

How can I give a user from another local Win10 computer folder permission to a shared folder?  These are individual PCs and not domain joined.

You have to create a local user on Server and grant permission for that account on Shared folders.

Then you can map shared folders to enduser with that account.

Shared folder is on a Win10 PC.  Let's call it PC1.  Don't worry about it.  I don't think there is a way to allow another user account from another computer to access this shared folder without creating a user account on PC1.
