Windows 10 will not complete the latest upgrade (Version 1803)

Hello Experts:

I have a Windows 10 machine (original, not an upgrade) that will not upgrade to the latest version and build.  Here’s what happens:

I go to updates.  It says I am current (winver says it's running version 1703, Build 15063.1155).  I tell it to check for updates and it says it will download it.  It takes about an hour to finish saying it's preparing for download and then it says it's going to download.  About an hour and a half later, it says it is not secure and needs an update (requires restart).  I've tried restarting from this window as well as a manual restart (it even says update and restart).

Either way it restarts and winver still says version 1703, build 15063.1155.

I've even wiped the drive and done a fresh install (not from the recovery partition but from the HP media they sent me.

I'm looking at the retry (when I looked this last time it failed and gave me error 0x80070002.  I checked that error code and, it said to download a Windows Update repair tool.  I've downloaded that too, but I haven’t used it yet.  I'll try that if this attempt doesn’t work

Just a side note:  I’ve had customers with Windows update troubles from almost the get-go.  For a while I could use the Windows 10 Update Assistant.  But that’s no longer available.  I can run it online, but I It isn’t a download any longer (at least that I can find).

This not being able to control updates is really frustrating.  Quite presumptuous on the part of Microsoft if you ask me.  And I feel completely powerless to do anything about it.  MS reminds me of government and big business.  Aw S**T!  Wait is IS big business.

Anyway, forgive the rant.

If anyone has any suggestions I'm sure open.

Could be windows update component corruption. You can try to repair using dism or sfc.  

Method 1: Run SFC Scan.  
To run an SFC scan, follow these steps:  
Run Command Prompt as Administrator.  
Type sfc /scannow and hit Enter.  
This will check and run an auto-repair on the issue.  
Method 2: Run DISM Tool.  
After running the SFC scan and the issue still persist, run the DISM to check the system health and to try restoring the files. To run DISM tool, follow these steps:  
Run Command Prompt as Administrator.  
Type the following commands:  
DISM.exe /Online /Cleanup-image /scanhealth  
DISM.exe /Online /Cleanup-image /Restorehealth  
NOTE: This might a while to finish scanning. Do not cancel.  
Method 3:  
After doing Method 1 and Method 2 but the issue still persist, you can manually reset the Windows Update Components and Run Windows Update process again.  
Resetting Windows Update Components will fix those corrupted Components and will help the Update installation quickly. To reset Windows Update Components, follow these steps:  
Run Command Prompt as Administrator  
Stop BITS, Cryptographic, MSI Installer and Windows Update Services. To do this, type the following commands:  
Net stop wuauserv  
Net stop cryptSvc  
Net stop bits  
Net stop msiserver  
Rename SoftwareDistribution and Catroot2 folder. To do this, type the following commands:  
Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old  
Ren C:\Windows\System32\catroot2 Catroot2.old  
Restart BITS, Cryptographic, MSI Installer and Windows Update Services. To do this, type the following commands:  
Net start wuauserv  
Net start cryptSvc  
Net start bits  
Net start msiserver  
Restart your computer and try to install Windows Update.

I'm going to try John's suggestion first.  I'm having a hard time believing it's a corrupt Windows file as it's a brand new, clean installation.  It's from the USB stick HP sent me, but I can't make sense of it being an issue with the stick and the same issue with the original install.  What's been common so far in my efforts is the equipment.

I'll keep everyone posted.

I tried again after doing all the updates and still had the same results.

I then wiped the drive with Secure Erase and used the  ISO file from the Media Creation Tool site.  I expanded the .iso to a flash drive and did a clean install.

Guess what?  It installed version 1803!!  

So my problem is solved.
