Settings for OneNote are under File--> Options. But there is another possible cause for this message. If the section is password protected and not currently unlocked, you won't be able to send printouts or emails to it.

user was able to send emails till yesterday

not now
The first thing I would do is to go to File--> Options on the user's computer and check that the notebook and section listed there still exist and are able to be viewed. (You might even try adding a new page to that section manually to be sure that can be done.)
If that works, the next thing I would try is going back to File--> Options and pick another section to send emails to (ensuring the section you pick is one that can take new sections).
Third thing I would check is if the user's notebooks are on a drive that is out of space.
You might also ask the user if they changed a setting or moved a notebook between when it worked and when it doesn't.
If none of that shows you something that is fixable, let us know and we can do more problem determination.

user can see all tabs in one note and create one new section

but cant send email
Let me ask a different way: They can see it.. They can add sections. Those are both good things. But, is it syncing or is it living in cache? (I should have said that more directly yesterday... It was what I meant about the size issues.) If a section isn't being synced, it is a good indication it has a problem.
If it isn't that (and it isn't the other things that have been suggested), then I don't know what else it could be. It's been a very long time since I played with OneNote 2010, so other than general things... I don't know what could be going on. It might be time to upgrade them to the same version as Outlook.

it is same version as outlook
Sorry - I misread your original post. Thought your Outlook was from 365.
I had another thought.... Can they print to that OneNote section from other applications?
In order for me to do more problem determination, I think I am going to need more information. Can you get a screenshot of the Send to OneNote options? (File--> Options--> Send to OneNote)
