It's not a matter of "allowing" - the technology - CDMA - doesn't support it.  GSM based phones should work fine with GSM based carriers.

T-Mobile and ATT Verizon should allow both.. any GSM carrier normally does.  Sprint, Verizon and US Cellular use CDMA

Your android must have a menu button. I do not even go on hold on my iPhone. I press the menu button and get a web browser. I am sure your phone has a menu button to switch apps.

What version of Android does your phone have?   I know on my phone LG G6 Android 8.1 Oreo the phone will minimize to the top of the screen with a counter, if a text message comes in I can see a few lines in the notification area.  I've been on the phone talking, received sms text and entered it in an app all at the same time
