Top results of google shopping for
https://www.google.com/search?q=pci+card+9+pin+serial
say serial pci expander.
do you think any of these would work?
do I need to provide information about the desktop?
It would be easiest for me if I just ordered and gave to the desktop owner.

It's clear they think it's serial you mean. Might be RS422 for all we know.
I found a picture online that matches the old laptop windows xp that I successfully works with device.
usb/ethernet/hdmi to serial does not work. I tried it all.
I want to use a windows7 desktop and do not want to use old laptop anymore
The pci Express expansion card, make sure your system has ...
make sure desktop has what?
