How do I set the time on an HP notebook?
Yesterday I was asked to fix the time on an almost new HP notebook, which was about 10 hours out. The notebook runs Win10 and I am logged in as Administrator.
Trying to set the time in the normal way (clicking on the clock or going to Settings) gets me to the correct screen, but then, Settings prevents me from changing anything. The time zone setting shows blank. Part of the settings are below the window, and I cannot scroll down. It even prevents me from going anywhere else in Regional Settings. If I go to Region & Language Settings then I can adjust things there, but, as soon as I click on Date & Time, Settings is locked again, and I cannot even go back to the previous screen.
Any idea how I get around this? I won't get access to the notebook again until next week, so I thought I'd get some ideas in the meantime.
I have "fixed" it for now by going into the BIOS and setting the time there. I don't know what will happen if the clock drifts slowly - will internet time correct it? Will it adjust for daylight saving?

This is a stand alone notebook, no group policy.

It looks like the OS is corrupted, so i suggest you run SFC, DISM, or a repair :

You're right nobus, it does look as if Win10 has carked it. But the PC is only about 2 weeks old, and the user has done virtually nothing with it - she is almost completely PC-illiterate. Still, it's another thing to investigate next week.

it could be one of the famous MS updates - check if there's one stuck (i just had that happen)
i think MS has rethought "user friendliness" and its not user friendly now - everything is hidden in icons that don't tell you what it is, and in submenus that you have to know the way to...

Good point about updates. Win10 updates are the bane of my life. I asked a question earlier about them, and the problem still occurs: an update that refuses to install until you go to Windows Update and restart from there.
Still, I've not seen them cause this weird problem. And I suspect this notebook has had the wrong time since it was purchased.

I finally got my hands on this laptop again. Windows 10 Settings still has the same problem: I get no access to time/date settings.
However, good old Control Panel gives me access to everything I need, so I've set everything up the way it needs to be.

The problem is that I do not get my hands on that PC more than about once a month. I have full admin permissions and there is no gpo.
As for reinstalling, my rule is "if it works don't fix it". And, by using Control Panel instead of Settings it does work.

If that is not the situation, then I would bypass the whole user interface and go directly to regedit to enable NTP time setting from an independent, non-Microsoft server such as 0.us.pool.ntp.org.
HKEY_LOCAL_MACHINE/Current
Set Enabled to 1, SpecialPollInterval to 43200 (twice a day) and SpecialPoolTimeRemaining to use 0.us.pool.ntp.org
and confirm that the W32Time service is set to Automatic and is running.
