Why is my iPhone so slow surfing when not on wireless
It’s a 7s and a fair bit of storage left
All tabs are closed on safari and chrome
Can i clear Cache maybe ?
Any other ideas ?

That means you're fighting against everybody else in your city who wants to browse the internet on their phone. There's a limited amount of bandwidth and as more and more people try to use it, your slice becomes smaller and smaller.
And as John said supra, no matter how good cellular internet is, even if you're the only person in the city using it, it is still never as fast as even a slow 802.11b WiFi connection.

Go to Settings, Airplane Mode and turn Airplane Mode ON. Exit and power off your phone (hold down the top button).
Turn on the Phone and now turn Airplane Mode OFF. This resets DNS.
Now test your cellular speed again. Remember, this will not be as fast as good Wi-Fi.
