Veeam VBRCatalog Service Fails to start after disk failure.

Veeam B&R 9.5.0.1536 Update 3
I have iSCSI drive connected from my NAS device and my VBRcatalog folder was on one of them. After a power outage and a restart of my Veeam Server the "Veeam Guest Catalog Service" fails to start. My NAS is reporting an pending drive failure and that is the LUN that the catalog folder is on.

So I stopped all the Veeam services and moved the VBRCatalog folder to a local Drive. This server is a VM on ESXI 8.5 Host
Setup the NTFS permissions and shared the folder restarted the services and the VeeamCatalogSVC failed again.
I modified the reg to point to the new folder location
HKLM\Software\Veeam\Veeam Backup Catalog CatalogPath is now set to E:\VBRCatalog
Any ideas?
