How do I change the look of the navigation bar in Sharepoint online

A consultant created our sharepoint site using livetiles. (Site creation was done, then they sent me out for back end sharepoint training.)
While I was getting training, I asked the instructor about livetiles, and his statement was that, based off of what he could see, anything we were using livetiles to accomplish, could be done natively in sharepoint online.

I mentioned this, and now have been tasked with creating the site without using livetiles, but maintaining the same look.
I don't know how livetiles is changing the top navigation bar, as shown in the image.

When I create a new page, the navigation bar looks normal, like this:

How do I mimic the livetiles look using native Sharepoint online?

Thanks for the response, and yes, it does make sense, although I'm not familiar with the steps other than conceptually what they do. Do you have any recommended sites, or videos on learning these?
