Windows 7 machines cannot wirelessly authenticate to Meraki APs and WIndows 2016 Server / NPS

I have deployed a bunch of Merakis. (MR52)  Authentication is handled by WIndows NPS server (Radius).  Works great for Windows 10, Android, Iphone, Mac etc... Users log in with their username/password.

Windows 7 machines however are unable to authenticate.  I have followed various articles on the Meraki site, which include pre-defining the wireless network.  I spent a couple of hours with Meraki support, they said that everything is configured correctly and they say it is a client (Win 7) problem.  I installed a completely fresh copy of Windows 7 SP1 and it has the same issue.

The real kicker here is that our company has two domains.  In this domain, it does not work.  At our other sites Windows 7 machines can log in without issue.  The configuration of the NPS and Meraki admin interface is identical between sites.

This is a toughy...

Windows 7 support is dying out. Maybe they only now support Windows 10.
What about using a different Wireless Access point for the Windows 7 machines?

John,  I wish that was an option, we have 30 Merakis, and we'd need a similar number of a different AP.  I could of course enable a pre-shared key SSID in Meraki, but that would go against our new company policy.
Can you switch two Merakis to test. Take one that works on domain one and move it to domain two.

What happens to the Windows 7 machines on domain two?

The domains are actually thousands of kilometers apart, however your idea might still work.  Could be a little tricky to get it to work over the VPN though.  Furthermore, we're all 2016 Server here and they're all 2008R2 there... so even if it works, I might not learn much.
I am not a RADIUS expert. However I would be surprised if the RADIUS  setup in Server 2016 was identical to the setup in Server 2008.

The configuration screens and default settings are identical.  However the backend might be different.
