All,
We would like to increase sending/receive limit for senior staff in our organization. I increased on mailbox and connector level, so do i need to check something else. And also I dont want other users to send/receive message more than 10 MB.

This is only for few users internally and some external users, but it will be for limited time. However, I would like to leave all other users with 10MB sending/receive

3. Recipient level ( then reduce the limit on the recipient for all expect these few users) you mean do it manually for 1000 users?

If I increase a limit for 10 users on their mailboxes, will they be overwriting organization default limit(10mb).

This will set to 10MB for all current users, what about new users? she we modify them manually while creating?

I did and it work for me.. but now I cant attached file more than 10MB
@ EE expert above - No, new mailboxes will not be provisioned with that setting on recipients, this is the whole purpose of setting it at the connector and organization transport level. The only way new mailboxes will retain the 10MB setting is if there is a script that sets the message size limits for every new user or it is done via commandlet extensions of which you are probably not aware.
Message size limits control the size of messages that a user can send and receive. By default, when a mailbox is created, there isn't a size limit for sent and received messages.

Are they wanting this for sending internal messages, if so there are better ways of sharing files, such as setting up shared folders on a server, dropbox, etc.
If they are wanting it for external messages, they should be advised that many ISP's and other services use set limits and they will NOT adjust the size. Gmail, for example. Email is not meant to be used this way for a variety of reasons.
You can set it at user level but I recommend to set at 10-15 MB max.
