no signal computer signal to monitor

i have a dell optiplex 755 computer, an ultra small form factor that i purchased second hand last year. everything was fine but the problem came when left it unused for about 2 months.when i switch it on 'your computer is not sending signal to the monitor' is the message i get on the monitor. i have 4 same computers, after i swaped  the vga cables and reseated the memory cards the other 3 started working again.  all diagnostic light comes on except for light 4. what could be the problem.

2 Things come to mind to try.

1) Try connecting a different monitor, not just switching the cables, if it works, great, if not sounds like the on board video card could be shot.

2) If you have a spare video card lying around plug it in and then connect the monitor to that. See if it works. Here is a link to the manual, check out page 5. You'll need a pci video card to test it out: https://www.dell.com/downloads/global/products/optix/en/opti_755_techspecs.pdf

On the Optiplex 755, the error constellation "123" on the LEDs is -- and here I quote Dell's manual --

"Another error has occurred."

The manual gives vague suggestions for how to troubleshoot the error but no definite indications of what the problem might be.  The most likely suggestion is "Check and reseat all cable connections."  Everything else they say is fluff.

If you have a power supply tester, or can borrow one (and here I mean a real ATX power supply tester, not a voltmeter) then plug the Dell's supply into the tester, turn the supply on, and see if all voltages are correct.  Other than that, and I'm sorry to say this, you're pretty much shooting in the dark and it's back to swapping components around to see if the problem can be localized.
