Of 2000 sessions if it cross that it won't accept new connections or the other issue is vcenter is busy when veeam attempting to connect vcenter.. Vcenter itself going for backup or busy with other tasks if any. Check vpxd. Log which gives you info abt that

If it is out of sessions restarting vcenter resolves it but if it's vcenter busy or going for back vcenter need not to be restarted
