Without more to go on, hard to say but can you tell me this? What policies are being applied? Computer or user. Policies are applied to both users and computers if settings are configured and are evaluated separately. So if you applied user settings and the user account is not in the Blocked OU, it will still apply them. Same with Computer config. IF the computer account is not in the OU but the user is and the GPO has computer settings, it will still apply.
