Cant get Excel "Sheet Options" to save as new default...

I have a user who is unable to get Excel (O365/2016) to recognize default sheet options she has saved.
Specifically, she wants gridlines set to print, and heading set to not print.  
She has to change this setting with every worksheet she opens or creates new.  
I have changed these settings, and others, and saved as a template in the standard startup Excel folder  (c:\users\patty\appdata\roaming\microsoft\excel\xlstart\book.xltx)
Other changes to the startup worksheet are saved, but this setting always reverts back to the opposite of how she wants it.
User generated imageThis is how each sheet opens.  Even if I change the two settings so that gridlines print and headings are set to not print, and save as the new template, new sheets open like this.
Any advice on how to get this to behave as desired?

I tried creating a test file for your issue and I had no problem by approaching the problem differently.  Select the down arrow at the lower right of your red box. This brings up the Page Setup Pop-up. On the sheet tab, make sure that you check Gridlines under the print section.  Hit Okay and you should be good to go.  I just saved it as a .xlsx file not a template but it should work.

Yup that works on my workstation too.  
But sadly, not for this user.  Same version of Office, so I dont know what's different.

The New Book link goes to a separate location but for the life of me I can't find it; it opens the equivalent to Normal.dot for Word.

I believe the settings are stored in a file with .xlsb extension, ie a binary file. Google search hasn't revealed much either.

Try this location:
C:\Users\userName\AppData\Roaming\Microsoft\Excel\StartUp

I get a message that access to the location has been disallowed but that might be our local IT preventing it.

Thanks for the suggestion.
Excel start up workbook is located at the address I noted in my original question:  (c:\users\_username_\appdata\roaming\microsoft\excel\xlstart\book.xltx)
Even though some settings (word-wrap, for example) are saved there, this particular setting does not.  It seems unique to this workstation, as that change seems to save and be effective on my computer.

Your location:
 (c:\users\_username_\appdata\roaming\microsoft\excel\xlstart\book.xltx)

My suggestion:
C:\Users\userName\AppData\Roaming\Microsoft\Excel\StartUp

Folder is Startup  versus xlstart
